Managing Partner
Stuart joined Barker in 1996 and has been Managing Partner since 2007. He is responsible for leading the management team to ensure the efficient operation and growth of the practice.
Stuart has experience across all core building surveying areas and sectors and now specialises in project management of major schemes.
An education specialist, Stuart helps identify needs, secure funding and deliver construction projects for schools, academies, further and higher education establishments. He also specialises in providing strategic advice to Multi Academy Trusts on estates and facilities management. His expertise in this area was recognised when Barker won the Premises and Facilities Management award for Partners in Consultancy in 2015.

Robert joined Barker in 2002 and is a partner heading up our projects and conservation teams. A Fellow of the Royal Institution of Chartered Surveyors, he is responsible for design, project management and contract administration of refurbishment and new-build schemes for public sector, education, commercial, ecclesiastical and private clients.
An education specialist, he provides the following services: estate planning, planned maintenance programmes, feasibility studies, project management of new build and refurbishment schemes, condition surveys, and funding applications.
As a certified historic buildings professional he provides conservation consultancy for private and municipal clients, advises on conservation strategies and designs, specifies and implements works on listed and historic buildings.
Robert also has experience in management of insurance-backed reinstatement works and disaster recovery. He is a health and safety advisor and principal designer under the CDM Regulations.

Michael joined Barker in 1998, achieving partner status in 2010. He manages a team of surveyors heading up a key part of our educational sector as well as wider management duties across the practice.
An experienced chartered surveyor, Michael has a hands-on role in the design, project management and contract administration of refurbishment and new-build schemes for public sector, education, commercial and private clients.
With the majority of his professional life spent working in the education sector Michael is an education specialist delivering projects from inception to completion including: feasibility/development planning, identifying funding streams, bid writing, project management of new build and refurbishment schemes and condition surveys/works.

Richard is a partner at Barker and leads the architecture department. He is dual qualified as a chartered architect and professionally certified project manager with over twenty-five years’ experience in the public and private sectors.
A diverse portfolio of completed projects includes new school buildings, visitor centres, courthouses, commercial offices and a variety of residential and mixed use projects both in the UK and overseas. Richard led the development and managed Staffordshire County Council’s first strategic construction partnership after several years leading an architectural team and has a broad knowledge of construction procurement.

Will joined Barker in 2003 and is a partner heading up the project management, cost consultancy and commercial team. Will became a member of the Royal Institution of Chartered Surveyors in 2000 and has over twenty years’ relevant experience across all sectors of the construction industry. He is responsible for overseeing project management on all major schemes.
Previous project management experience includes major medical facilities, university buildings in Cambridge, aircraft facilities and extensive experience in educational buildings.
Will works with a cross section of clients from private individuals through to development companies and commercial organisations to provide project management services on new developments and opportunities.
Will is a principal designer under the CDM regulations and provides guidance and support for colleagues regarding health and safety on projects.

James joined Barker in 2004 and is a chartered surveyor in the projects team. James specialises in design, project management and contract administration of refurbishment and new-build schemes for public sector, education, commercial and private clients. James has specific expertise in securing funding and the delivery of education projects, he also has NEBOSH training as a Fire Risk Assessor.

Tom joined Barker in 2020. He is a Partner based in our London office. Tom has over 15 years of experience in a strategic and technical advisory capacity working with a wide variety of clients across the UK.
As a Chartered Building Surveyor with extensive knowledge of the public and education sectors, Tom brings a wealth of experience to the Practice including Project and Programme Management, Technical Due Diligence, Procurement Management, Strategic Estates Advisory Services, FM & Statutory Compliance, Estates Data Management and Funding Advice.
Tom’s key focus is to support Barker’s education team with further expansion into the Higher, Further Education and Independent Schools sectors by support clients in achieving their own business objectives.

Barry joined Barker in 2019. He is a Partner heading our London office team on delivering Building Surveying, Professional Services, Procurement and Project Management.
Barry’s experience covers a wide range of work and sectors, bringing particular experience to the practice of commercial clients, development work and the education sector. Barry has worked extensively in Frameworks and Funding within the education sector and successfully undertaken multi million pound commercial and educational projects.
