The new CEOE marks a milestone moment for education operations

A new chapter has opened for the profession — and at Barker, we’re proud to stand alongside our longterm partners at the Institute of School Business Leadership (ISBL) as they evolve into the Centre for Education Operational Excellence (CEOE).  

This shift represents a sectorshaping step toward a more coherent, evidencedriven and scalable approach to operational excellence across schools and trusts. 

For years, ISBL has championed the vital role of school business professionals. Now, with the launch of CEOE, that mission expands into a wider ecosystem designed to strengthen wholeorganisation operational practice, not just individual capability. 

At a time when schools and trusts face intensifying financial pressures, workforce challenges and rising expectations, the sector needs more than isolated tools or adhoc support. It needs a structured, consistent, systemwide approach – and CEOE provides exactly that. 

At Barker, we’ve long believed that operational excellence is inseparable from educational excellence. This evolution puts that principle at the centre of national practice. 

 

What’s changing? 

CEOE brings together four interconnected hubs, each designed to support schools and trusts in a different but complementary way.

  • Solutions Hub: A practical engine room providing diagnostics, the Operational Excellence Framework, and access to trusted partners like Barker for specialist support

  • International Hub: Extending operational excellence globally through collaboration and knowledge exchange 

Together, these hubs form a single ecosystem linking insight, delivery, capability and evidence. 

 

Why does this evolution matter for schools and trusts?

Operational practice varies widely across the sector. Even organisations with similar contexts can differ dramatically in procurement, workforce deployment, financial planning or data use. CEOE aims to bring clarity and consistency to this fragmented landscape.
