A School Trust's Journey With Barker
In the education space, successful projects are rarely just about ensuring buildings are safe and fit for purpose. They are about creating environments where students can thrive, staff can work effectively, and schools can confidently plan ahead.
That philosophy sits at the heart of Barker’s long-standing relationship with Bedfordshire Education Schools Trust (BEST), a partnership that has evolved significantly over the last three to four years. What began with a selection of condition surveys at various school sites has grown into a collaborative, strategic relationship that’s creating genuine benefits for schools and students alike.
The relationship first began when Barker carried out condition surveys across the Trust’s estate back in 2021. Like many school estates, BEST had extensive condition data available, but the challenge was knowing how to use it to their greatest advantage.
Rather than simply providing reports and moving on, Barker worked alongside the Trust to interpret the findings, prioritise investment pathways, and develop programmes of work that aligned with funding availability and long-term objectives.
“We took the time to help BEST understand their data and then identify the condition related programme of works for the coming year,” explains Barker Partner Will Bidewell, who has managed the account from the outset.
Being local to the Trust also helped foster close working relationships, Barker’s Cambridge office is a relatively short drive from BEST’s Bedfordshire base, but it is the openness between both organisations that has led to such an enduring partnership.
Every year, Barker meets with BEST’s leadership team to review completed projects, discuss lessons learned and shape priorities for the year ahead. These open conversations are not straightforward project reviews; they are strategic planning sessions designed to continually improve outcomes.
“If something hasn’t gone quite right, we talk about it honestly and work out how we can improve,” says Will. “Just as importantly, we look at what’s worked well and build on the positives.”
One of the defining characteristics of the Barker-BEST partnership is transparency.
Over the years, both organisations have been able to discuss challenges openly and find solutions quickly. Issues are addressed together rather than becoming barriers.
That mutual respect gives BEST confidence that Barker is always acting in its best interests.
“The Trust knows they can pick up the phone if there’s a concern, and equally, we know we can have honest conversations when needed. It works because it’s a genuine two-way dialogue,” says Will.
The Trust also benefits from direct access to expertise across Barker’s multi-disciplinary teams. What started as surveying support has expanded to include architecture, project management, quantity surveying, energy consultancy, funding applications and strategic estate planning. Rather than managing multiple external consultants, BEST can draw on a single team with a broad understanding of both its estate and wider education sector requirements.
While condition surveys, maintenance programmes and compliance projects are essential to ensuring buildings function as they should, some projects have created more immediately visible improvements for students.
One of the most significant examples is the refurbishment of the former junior school block at Etonbury Academy, which was completed in July 2023. The building was stripped back and transformed into a modern sixth form centre can now accommodate over 150 places for local students.
For Barker, the project demonstrates the difference that thoughtful investment can make.
“This was one of those projects where students could genuinely see and feel the benefits of the works,” says Will. “We took an outdated building and transformed it into a space that sixth form students could claim as their own and be truly proud of.”
Alongside major projects, Barker has supported BEST in delivering its annual School Condition Allocation (SCA) programme for the past three years.
The programme requires careful balancing of maintenance priorities, operational requirements and development goals, all within fixed budgets.
In 2024, Barker planned, specified and tendered seven projects across six schools with a combined value of £740,000, which included:
Coordinating multiple projects across different sites demanded careful planning, clear communication and efficient decision-making – but the result was a programme delivered on time and within budget, with overwhelmingly positive feedback from both the Trust and individual schools.
Trust leaders praised the smooth delivery of the works and Barker’s proactive communication throughout the programme, while schools highlighted how straightforward the decision-making process felt from start to finish.
The success of the programme has led to further SCA work, with Barker continuing to support BEST’s investment plans in 2026 and beyond.
The changing room refurbishment at BEST’s Robert Bloomfield Academy, completed towards the end of 2024. was driven by a desire to improve facilities for students, staff and a variety of community users while ensuring compliance with modern accessibility standards.
Barker developed a series of design options, helping the school balance aspirations with budget constraints. The final scheme delivered:
Working closely with specialist consultants and contractors, Barker ensured the project remained on schedule despite unforeseen challenges during construction.
The completed facilities have created a much-improved user experience for both students and staff, demonstrating how targeted investment can positively influence everyday school life.
Barker remains a trusted adviser to BEST, continuing to support the Trust with future planning, estate strategy and major capital projects.
Current work includes a feasibility study for a £750,000 extension and remodelling scheme at one of the Trust’s schools, alongside discussions around wider estate strategy reviews aligned with emerging education estate requirements.
